Announcement of the Soil Pollution Assessment Survey and Testing System Promotion and Inspection Plan for Business Land (2023)

Absrtact
The objective of this project was to assist the Environmental Management Administration(EMA) to promote activities related to Articles 8 and 9 of the Soil and Groundwater Pollution Remediation Act (hereinafter referred to as SGPRA). The following tasks were implemented in the project: 1. To collect relevant foreign systems, analyze the current implementation status, implementation problems and future promotion strategies of Articles 8 and 9 of the SGPRA. To plan the revision direction of the announcement business, and evaluate the impact of changes in the laws and regulations of the competent authorities. 2. To develop draft amendments to 3 sub-laws, and update 3 supporting documents. To develop pollution self-improvement process with declaration and summary forms. To make legal verification forms for use by practitioners related to land transactions. 3. To assist the EMA and local environmental protection agency with professional engineer verification work. To propose adjustment suggestions of professional engineer certification check forms and scoring standards, and hold a meeting for implementation. 4. To add forms and functions to “Information Management System of Soil Pollution Inspection on the Land Publicly Designated Industrial Land” and “Soil Pollution Assessment Investigation Personnel Management System”. To promote the re-register online mechanism, and to provide system operation consultation for 226 cases. 5. To assist EMA in auditing the performance of each county and to evaluate the contents and digitized files for 55 reporting cases separately. To propose business management indicators for performance appraisal of local governments, and hold 1 coordination meeting. To provide telephone consultation for 120 cases. To audit site inspection for 5 sites, and audit soil sampling for 5 sites. 6. To hold 2 regulations explanation meetings that total 111 people have participated. To assist registration and re-registration of 38 assessors and to approve 16 training courses with a total of 54 hours, and verification of 1 on-the-job training course.
